Shape 8, Colour 38 (blue/green) 21/2
I think this might fit here.
Shape No: 8, also appears to follow the 38 blue/green colour pattern.
Fraction reads as 21/2.
It's primary colour is (baby/sky) blue, with tinges of green on the outside.
The inside is all blue, no green, so I perhaps a ratio of 21 blue to 2 green might work, so could 21st Feb I guess.
Who knows!?!
All numbers above are written into the mould and clearly visible.
However, I think there might be more for a bonus round.
Maybe I'm looking to much in to chicken scratches, but I wonder if any more numbers were actually brushed off? If so, their meaning is beyond me.
I've taken a pencil to the ones I "think" I can make out and added them to the pics anyway- it really doesn't make any sense , but perhaps there's more than meets the eye - I'm sure we need to speculate more on this haha.

Penciled in.
I'm sure there's more down the sides that I haven't scratched in yet.

I forgot to mention, that this cow bell is a different sixe to that posted here: [You must be registered and logged in to see this link.]
Rather than being 11 1/4 inches, this measures just short of 10' - approximately 25cm
it also measures 8 1/4' or 21cm wide

Wow this is such a splendid colour
Love your interest and enthusiasm
Usually the main scratched number relates to the glaze colour, but hold that thought as we are working in the dark really.
I've never seen so many possible numbers on the base of an Ambrico glazed pot before!!
