Many thanks to Ian Akkerman who sent these photos to find out more about Frank Bates!
The mark is an f in a double circle.
The sticker reads:
Frank Bates
The Bullock Track,
RD3
Warkworth
No.2 Stoneware
Wine Set
$38

We have been trying to identify this mark for many years and just like that out of the blue it is solved cheers
