Gift from a friend. His dad was Navy.

This monogram is different from the anchor in the gallery.
It looks like R and W but I make no sense of that.
From the base mark I think it must be 1971.

WR is navy shorthand for Ward Room, the other insignia is for ratings and PO's messes.

Another matter: the mere existence of demitasse coffee cups in all the services suggests they must have been serving some pretty good coffee!

Ah! sorry more special language Wikipedia does it clearly

The wardroom is the mess-cabin of naval commissioned officers above the rank of Midshipman. The term the wardroom is also used to refer to (metonymically) those individuals with the right to occupy that wardroom, meaning "the officers of the wardroom".[1]

In Army speak it would be Officers Mess or Sergeants Mess.

Yes I never drank Navy coffee but Hotel Coffee and Clubs such as say Northern did
serve very good coffee quite strong and I presume made by Cona or Dripolater method,
